American Legion-Backed Reform Offers Lifeline for Mortgage Relief


The American Legion has once again demonstrated its unwavering commitment to the well-being of our nation’s veterans by supporting a groundbreaking piece of legislation: the VA Home Loan Program Reform Act, signed into law this July. This new law marks a significant milestone in protecting financially distressed veteran homeowners from the threat of foreclosure.

The law authorizes the U.S. Department of Veterans Affairs to establish a “permanent partial claims program,” providing veterans with the ability to defer overdue mortgage payments without losing their homes. Under this program, the VA can purchase a portion of a veteran’s debt and place a lien on the property—payment is not required until the home is sold or refinanced.

President Donald Trump signed the bill into law with the strong backing of House Veterans’ Affairs Committee Chairman Rep. Mike Bost and bill sponsor Rep. Derrick Van Orden. The legislation passed unanimously in both chambers of Congress, reflecting its broad bipartisan support and urgent importance.

“This bill provides desperately needed relief to veterans and their families who have fallen behind on their mortgages,” President Trump stated at the signing.

The program is expected to assist as many as 70,000 veteran homeowners with VA-backed loans who are more than three months delinquent. With over 3.5 million active VA home loan holders, including veterans, service members, and surviving spouses, this law has the potential to stabilize thousands of families.

For many, the financial setbacks caused by job loss, medical bills, or national disasters have made recovery difficult—especially with rising interest rates making traditional refinancing unaffordable. This new law offers a solution and a second chance for those who’ve served our country honorably.

“This critical legislation represents a profound commitment to safeguarding the financial security and dignity of veteran homeowners, especially during times of hardship,” said James LaCoursiere, National Commander of The American Legion.

Notably, the bill also preserves funding for homeless prevention programs through the VA’s Homeless Providers Grant and Per Diem Program—continuing support for community organizations that help at-risk veterans.
